  In order to facilitate enterprises to better understand the customs reform and make the reform more dynamic and competitive, the relevant policies and operational changes are interpreted as follows:
1、 Scope of inspection: The customs shall inspect the import and export dangerous chemicals listed in the National Catalogue of Dangerous Chemicals (the latest version).
Announcement 129 specifies that the inspection scope is the dangerous chemicals in the Catalogue of Dangerous Chemicals (the latest version), and dangerous goods that do not belong to dangerous chemicals are not included in the inspection scope. The Emergency Management Department is responsible for organizing the determination, publication and adjustment of the directory of hazardous chemicals. Enterprises can query the latest version of the Directory of Hazardous Chemicals on the official website of the Emergency Management Department.

2、 Import declaration: when the consignee or its agent of imported dangerous chemicals makes customs declaration, the items to be filled in shall include the dangerous category, packaging category (except for bulk products), UN number of dangerous goods (UN number), UN packaging mark of dangerous goods (packaging UN mark) (except for bulk products), etc.
Compared with Announcement 30 of 2012, Announcement 129 further clarifies the declaration content of enterprises, which is more applicable, and further strengthens the responsibility of enterprises.
1. How should the inspection and quarantine name be declared when the goods are dangerous chemicals?
The inspection and quarantine name corresponding to the HS code of the enterprise when declaring dangerous chemicals shall select the corresponding name of dangerous goods. For example: HS code 3906909000, when the goods are dangerous chemicals, the inspection and quarantine name should be acrylic polymer (flammable liquid) with other primary shapes, and the type is flammable liquid.
2. The goods are non hazardous chemicals, but they have the same HS code as hazardous chemicals. How do you fill in?
For non hazardous chemicals with the same HS code as hazardous chemicals, select "non hazardous chemicals" in the "cargo attribute column" of the single window declaration interface.

3. If the product belongs to dangerous chemicals but not dangerous goods, do you need to fill in the dangerous information?
For goods belonging to dangerous chemicals but not dangerous goods, select "dangerous chemicals in bulk" or "dangerous chemicals in packages" in the "goods attribute column" of the single window declaration interface, select "yes" in the "non dangerous goods" column in the "dangerous goods information" column, and other columns of "dangerous goods information" need not be filled in.

3、 Materials required for declaration of imported hazardous chemicals:
(1) Declaration of Conformity of Enterprises Importing Dangerous Chemicals;
(2) For products that need to add inhibitors or stabilizers, the name, quantity and other information of the actually added inhibitors or stabilizers shall be provided;
(3) Samples of Chinese hazard publicity labels (excluding bulk products, the same below) and Chinese safety data sheets.
Compared with Announcement 30 of 2012, Announcement 129 further improved the Declaration of Conformity of Enterprises Importing Dangerous Chemicals by removing the word "business" from the name of the declaration, which has a wider scope of application. In terms of the content of the declaration elements, the hazardous categories of hazardous chemicals have been added, and the declaration obligations that enterprises should fulfill when declaring have been more clearly stipulated, which is more applicable and further strengthens the responsibility of enterprises as the main body.

4、 Export declaration: When the consignor or his agent of hazardous chemicals exported applies to the customs for inspection, he shall provide the following materials:
(1) Declaration of Conformity of Enterprises Producing Dangerous Chemicals for Export;
(2) Performance Inspection Results of Outbound Goods Transport Packaging (except for bulk products and those exempted from the use of dangerous goods packaging by international regulations);
(3) Hazard characteristics classification and identification report;
(4) Samples of hazard publicity labels (excluding bulk products, the same below) and safety data sheets. If the samples are in foreign languages, corresponding Chinese translations shall be provided;
(5) For products that need to add inhibitors or stabilizers, the name, quantity and other information of the actually added inhibitors or stabilizers shall be provided.
Compared with Announcement 30 of 2012, Announcement 129 exempted the provision of the Performance Inspection Results of Outbound Goods Transport Packages from the original bulk products to bulk products and exempted the use of dangerous goods packaging by international regulations. For example, according to the Proposal on the Transport of Dangerous Goods (TDG), those meeting the relevant exemption conditions such as limited quantity may not be required to provide the performance inspection results of packaging, This makes the 129 bulletin more applicable and operable.

5、 The import and export enterprises of hazardous chemicals shall ensure that the hazardous chemicals meet the following requirements
(1) Mandatory requirements of China's national technical specifications (applicable to imported products);
(2) Relevant international conventions, international rules, treaties, agreements, protocols, memorandums, etc;
(3) Import national or regional technical regulations and standards (applicable to export products);
(4) Technical specifications and standards designated by the General Administration of Customs and the General Administration of Quality Inspection.
Compared with Announcement 30 in 2012, Announcement 129 mainly changes to further clarify the main responsibilities of import and export enterprises of hazardous chemicals, which is more conducive to safe production; At the same time, the "technical requirements in trade contracts higher than those specified in (I) to (IV) of this article" has been deleted to further focus on international security.
